Agent settings header

Owletto branch feat/agent-settings-tabs, rendered at 1440×900 over the same local workspace and agent as the base commit. Captured from a base worktree and the changed worktree, both at the same viewport.

Agent Settings

Breadcrumb now starts on the same left edge as the form (was 16px right of it). The centered section dropdown is replaced by the Skills / Guardrails / Permissions / Models / Settings tab row.

Agent Guardrails

Same breadcrumb alignment. The section lede is left-aligned like the Skills and connector inventory ledes instead of being centered in the space left of the action button.
